Robert Alai and Babu Owino chaos persist as Alai reveals CDF misappropriations

Kileleshwa MCA and media influencer Robert Alai has exposed alleged financial misappropriations in Embakasi East constituency, further criticizing the area lawmaker Babu Owino.

Mr. Alai, who is serving his second term, pointed out significant financial discrepancies under the leadership of the youthful and vocal lawmaker.

The first issue Mr. Alai highlighted, according to the report from the Auditor General, involves Ksh77 million that he claims had audit query issues.

“Kshs. 77,142,000 allocated to bursaries was not fully supported with appropriate receipts or admissions. Furthermore, this amount exceeded the allowable limit by 13%, as the law stipulates a cap of 35% of total transfers to bursaries, but Embakasi East allocated 48%,” stated the lawmaker on his X-handle.

He further criticized the manner in which the constituency’s bursary committee is constituted, alleging that it is unconstitutionally formed.

“There was no evidence of a properly constituted bursary committee responsible for vetting applicants, contrary to regulations,” he pointed out.

The third issue Mr. Alai raised concerns discrepancies in cash and cash equivalents amounting to Ksh12,497,023. He cited examples such as stale cheques dating back to 2019, totaling Ksh1,680,000, which were still recorded as unpresented cheques.

The implementation of school projects within the constituency was another significant concern.

“The auditor raised concerns about several school projects. For instance, at Maua Primary School, Ksh4.5 million was spent on three classrooms, but issues like cracked floors and incomplete blackboards were noted. At Embakasi Garrison Primary School, despite the disbursement of Ksh4 million for toilets, physical verification revealed malfunctioning water systems. At Donholm Secondary School, despite Ksh42.7 million being disbursed, the tuition block remained incomplete,” said Mr. Alai.
