Kisumu County Assembly approves Sh14.4 billion budget for FY 2026/2027

The County Assembly of Kisumu has officially approved the Kisumu County Budget Estimates for the 2026/2027 Financial Year, totaling Sh14,460,638,805.

The passage of the financial blueprint now offers a room for the rollout of critical projects and programs designed to accelerate local socio-economic development.

In congruence with the budget approval, the House passed the crucial Kisumu County Appropriations Bill, 2026, which legally authorizes the county executive to expend public funds.

Following a lengthy floor debate, Members of the County Assembly (MCAs) adopted the official report on the proposed budget estimates.

A closer look at the financing model reveals that the approved budget will be heavily anchored on the Share of National Revenue, which accounts for Sh11,942,344,932, while the county projects to plug the balance by raising Sh2,334,293,893 from its Own Source Revenue (OSR) channels.

Budget breakdown

On resource allocation, recurrent expenditure takes up the lion’s share at Sh8,544,312,367.

Out of this recurrent kitty, personnel emoluments account for Sh5,548,779,614 to cover the county’s wage bill, while operations and maintenance has been allocated Sh2,995,532,753.

Significantly, the county has directed Sh5,916,326,438 toward development expenditure to drive capital growth, while an additional Sh587,358,284 has been set aside to settle outstanding pending bills owed to local contractors and suppliers.

When he previously appeared before the Budget Committee during the interrogation of departmental financial proposals, Kisumu Governor Anyang’ Nyong’o had strongly petitioned the assembly to prioritize funding toward high-impact development interventions.

The Governor placed special emphasis on the health and infrastructure sectors, calling for the completion of ongoing multi-million flagship projects.

In accordance with this executive push, the approved budget framework prioritizes completing active infrastructure commitments, operationalizing completed but dormant health and community facilities, systematically clearing historical pending bills, and funding high-yield flagship programs.

County Assembly Speaker Elisha Oraro commended the lawmakers for their rigorous legislative debate and swift passage of both the budget estimates and the Appropriations Bill.

Speaker Oraro similarly extended his appreciation to Kisumu residents for offering constructive civic feedback during public participation forums and submitting memoranda on the fiscal proposals.

Following its successful passage on the floor of the House, the Appropriations Bill will now be forwarded to Governor Prof Nyong’o for executive assent before being formally gazetted into law.
