Police arrest a man who used a woman to kidnap an Indian man

City Crime: Police in Parklands have arrested Frankline Otieno Odhiambo, 28, the suspected mastermind behind the kidnapping and ransom scheme targeting a Kenyan of Indian origin.

Otieno was apprehended at his hideout in Mirema, Kasarani.

Authorities believe Otieno collaborated with two accomplices—one man and one woman—who remain at large.

The trio orchestrated the kidnapping using a woman, identified as Carol, to lure the victim to her home under the guise of a romantic rendezvous.

Once inside, Carol allegedly signaled Otieno and another accomplice, Adam, who stormed in.

The intruders accused the victim of intruding on Otieno’s romantic affairs and threatened dire consequences unless he cooperated.

Under duress, the victim shared his family’s contact information. The gang then demanded a ransom for his release.

Fearing for their relative’s safety, the victim’s family promptly paid Sh310,000 as an advance ransom before seeking help from police at Parklands and Kabati Police Stations.

Police Action

The Directorate of Criminal Investigations (DCI) launched a swift operation. Backed by CRIB crime researchers, the team traced the suspects to Kasarani.

While Otieno’s accomplices had left with their share of the ransom, Otieno was arrested at the scene.

Officers recovered the mobile phone used to contact the victim’s family, which will be used as evidence.

Accomplices Still at Large

Carol and Adam remain on the run, having narrowly escaped capture. Investigations are ongoing as police work to bring them to justice.

Otieno is currently in custody, awaiting formal charges.
