Busia County Assembly Unveils Blueprint for Better Governance

BUSIA: The Busia County Assembly has officially launched a transformative five-year strategic plan, designed to elevate its legislative effectiveness, enhance oversight, and foster deeper engagement with the very people it serves.

The ambitious plan, unveiled at the assembly grounds, received a strong endorsement from Leah Chirchir, Director of Planning at the State Department of Economic and Planning.

She lauded the initiative, emphasizing that it will provide a clear roadmap for the assembly’s ambitions.

“This plan ensures the assembly is sharply focused on its goals for the next five years,” Chirchir noted.

“Their move towards ISO Certification and result-based management means everyone within the Busia Assembly will have a clear mandate, enabling them to better prepare performance contracts and appraisals.”

Chirchir urged all stakeholders to prioritize the plan’s implementation, stressing that tangible results are key to improved service delivery for residents.

“The real work now lies in implementation,” she stated. “Sensitize everyone so we can see the results. The assembly’s leadership must monitor, evaluate, and report on progress to ensure accountability and transparency to the people of Busia.”

Busia County Speaker Fredrick Odilo hailed the strategic plan as a “roadmap that charts constitutional strengthening,” crucial for ensuring the assembly has the sustainable funding needed to fulfill its mandate effectively.

Ambitious Targets for a Brighter Future

The County Assembly has set clear, measurable targets for the five-year period, demonstrating its commitment to tangible improvements:

Busia County Secretary Oscar Juma expressed the Executive’s full commitment to the plan’s success.

“We need each other as the Executive and the Assembly for our service to the people of this county to be better,” Juma stated, recognizing the plan as a challenge that will help the Executive streamline its own services for greater efficiency.

This strategic plan marks a significant step towards a more responsive, effective, and people-centered governance in Busia County, promising a future where legislative decisions are truly by the people and for the people.
