Salim Swaleh, Director of Press at the Office of the Prime Cabinet Secretary, along with others, appeared at the Milimani Law Court to face charges of obtaining money by false pretences and abuse of office.
The prosecution sought to have the suspects, who were arrested the previous day, detained for 14 days to conclude investigations.
The prosecution argued that they would interfere with investigations if released owing to the complexity of the matter, which also involves foreigners.
In their application, the prosecution stated that the complainants, who are foreigners from Dubai and South Africa, were allegedly deceived into coming to Kenya under false pretences.
They were led to believe they would meet government officials from the Ministry of Sports, Interior, and Youth Affairs, as well as two Senators from the Budget and Sports Committees, in order to secure a contract to build two stadiums for the AFCON 2027 games.
Upon arrival at the Prime CS office, Swaleh reportedly facilitated a meeting between the suspects and the foreigners.
One of the suspects impersonated himself as the chairman of the Government Delivery Unit, promising to expedite the tendering process for the stadiums.
