Isiolo County Assembly Speaker Mohamed Roba Koto is facing two counts of criminal charges, including the unlawful use of county vehicles and obstructing a police officer in the line of duty.
The embattled speaker was arraigned on Wednesday at the Mavoko Law Courts in Machakos County after being arrested in Nairobi.
According to a charge sheet seen by Kondele News, Roba is accused of unlawfully converting two Toyota Land Cruiser Prados, with registration numbers 11CG002A and 11CG068A, for his personal use.
The vehicles are the property of the Isiolo County Government. The court papers state that the offence occurred between July 18 and August 19, 2025, at Syokimau in Athi River East Sub-county.
In the second count, Roba is accused of willfully obstructing a police officer. The charge sheet indicates that on July 20, 2025, he allegedly mobilized people at Syokimau to prevent Chief Inspector Ali Sheikh Mohamed from repossessing one of the vehicles.
The ODPP approved Roba’s arrest and prosecution through a letter dated August 1, 2025, addressed to the Embu-based Regional Criminal Investigations Officer.
Among the witnesses listed to testify in the case are Salad Boru Kuracha, CI Mohamed Sheikh, SSGT Kitheka, CPL Jason Simiyu, CI David Mwaniki, and PC Bernadette Mbithe.
Roba was arrested at around 9 p.m. on Tuesday night along Thika Road while traveling from Isiolo to Nairobi.
He was held overnight at Ruaraka Police Station before being transferred to Athi River Police Station, where his case was mentioned virtually.
The matter was adjourned after his lawyers requested that the case be heard in an open court. The case comes amid an ongoing leadership dispute at the Isiolo County Assembly.
