Military reshuffle: President Ruto shakes up KDF command structures, appoints new Deputy Service Chiefs

President William Ruto has approved a wide-ranging series of promotions, appointments, and postings within the Kenya Defence Forces (KDF), signaling a significant transition within the military’s senior leadership.

The changes, announced on Friday following a high-level Defence Council meeting chaired by Defence Cabinet Secretary Soipan Tuya, are aimed at strengthening operational command across the various military branches.

Headline-grabbing changes have transformed the top-tier leadership of both the Kenya Army and the Kenya Air Force.

Major General John Maiso Nkoimo, who previously served as the General Officer Commanding Central Command, has been appointed the new Deputy Commander of the Kenya Army.

He steps into the role following the retirement of Major General Mohamed Nur Hassan.

Simultaneously, the Kenya Air Force welcomes Brigadier Mohamud Salah Farah, the former Base Commander at Laikipia Air Base, as its new Deputy Commander.

The reshuffle also ushered in a fresh wave of Major Generals tasked with critical administrative and operational mandates.

Brigadier William Kamoiro has been promoted to Major General and will take over the reins as General Officer Commanding Central Command, filling the vacancy left by Nkoimo.

Additionally, Brigadier Peter Kipketer Limo has been elevated to Major General and named Assistant Chief of Defence Forces in charge of Personnel and Logistics at the Defence Headquarters.

He takes over from Major General Edward Rugendo, who moves on to manage the Defence Forces Welfare Services as its new Managing Director, the very docket Major General Limo held prior to his promotion.

Extension of Service

Beyond these leadership shifts, President Ruto approved a one-year service extension for Kenya Navy Commander Major General Paul Owuor Otieno.

The President also greenlit several promotions across the ranks: Brigadier (Dr) Francis Njoroge Kuria rises to Major General and Director of Medical Services; Colonel Mark Joseph Awala becomes a Brigadier and Chief of Operations at Kenya Army Headquarters; and Colonel Makonani Balata steps up as Brigadier and Commander of Lang’ata Garrison.

Promotion of women

The appointments also spotlighted senior female officers, with Colonel Asma Diramo Kofa promoted to Brigadier and Chief of Provost at the Directorate of Oversight, Compliance and Accountability, and Colonel Benedetta Margaret Kikech rising to Brigadier and Chief of Research and Development at Defence National Security Industries.

Furthermore, Lieutenant Colonel Bernadette Awar Eyanae was promoted to Colonel and assigned to Plans and Programmes at the International Peace Support Training Centre.

While these appointments address immediate structural transitions, political and military observers are already looking ahead, with more changes anticipated by November 2026 or April of next year.

The latest appointments keep a keen eye on the “Tonje Rules”, the historic, rotational system introduced by retired Chief of General Staff General Daudi Tonje.

Under these rules, the position of the Chief of Defence Forces (CDF) rotates strictly among the Kenya Army, Kenya Air Force, and Kenya Navy.

Because the current CDF, General Charles Kahariri, hails from the Kenya Navy and has at least one more year of service, the Kenya Army is legally and traditionally next in line to take over the military’s apex command.

While the KDF Act stipulates that a CDF, their deputy, and service commanders serve a single four-year term before hitting mandatory retirement ages of 62 for a General, 61 for a Lieutenant General, and 59 for a Major General, the law grants the President authority to extend a CDF’s term by up to a year during national emergencies or times of uncertainty.

As the military transitions through these latest command adjustments, the stage is meticulously being set for the next chapter of Kenya’s military leadership
