Officials linked to the management of development projects at Kisii National Polytechnic will be required to appear before a parliamentary committee to explain how funds allocated for projects were used.

The decision was announced by Luanda MP Dick Maungu, the chairperson of the National Assembly’s Public Investments Committee on Education and Governance, following the committee’s visit to the institution.

Maungu said the committee was dissatisfied with the delays in completing projects that began in 2019, despite the government continuing to release money for their implementation.

He questioned why institutions continue receiving government funding when officers responsible for implementing projects fail to complete their work.

“Is it normal for the government to continue releasing money when officers placed in offices are not doing the work they are supposed to do?” Maungu asked.

According to the lawmaker, the committee will require the institution’s management to provide documents showing how money allocated to the projects was received and used.

The current principal, who has served at the institution for about five months, will appear before the committee together with other officers in October.

Former officials who served before the current principal will also be required to provide explanations where necessary.

These include former procurement officers, accountants and former heads of the institution who were involved during the implementation of the projects.

Maungu said the parliamentary committee wants to establish why projects that have received government funding remain incomplete years after they were started.

The committee will examine the documents presented by the officials and seek to establish whether there were failures in procurement, financial management or project supervision.
