KISUMU CITY: Kisumu Governor, Anyang’ Nyong’o yesterday presided over the 2024/2025 County Performance Recognition Event, where outstanding county departments and staffs were honoured for excellence in service delivery.
Speaking during the event held at Mama Grace Onyango Cultural & Social Centre, Governor Nyong’o said performance management remains critical in ensuring accountability, efficiency and improved public service across the county.
“Governance is not a stage to display intentions; it is a page to showcase results. Performance management is what turns plans into outcomes and strengthens public trust,” said the Governor.
He noted that Kisumu County continues to align itself with national efforts aimed at strengthening performance management within devolved units through collaboration with the Council of Governors, the Kenya Devolution Support Programme and development partners.
Prof Nyong’o commended the Directorate of Performance Management together with the Strategy, Policy and Delivery Department for ensuring a credible and structured evaluation process under the Integrated County Performance Management Framework.

He further emphasized that citizens judge government by the quality of services delivered in their daily lives.
“The people of Kisumu measure us by whether healthcare is accessible, roads are passable and opportunities are within reach,” he stated.
He observed that the 2024/2025 performance results reflected progress in key sectors, particularly healthcare, where the county has continued to reduce patient waiting times, improve access to essential medicines and strengthen maternal healthcare services.
At the same time, the Governor challenged departments and officers whose performance fell below expectations to embrace accountability and improve delivery of services.
“Public service is not a refuge for indifference. Accountability is not punitive; it is corrective,” he said.
During the awards ceremony, the Department of Medical Services, Public Health and Sanitation emerged as the best performing department, The Department of Education, Technical Training, Innovation and Social Services attained second position, while the Department of Lands, Housing, Physical Planning and Urban Development was ranked 3rd best and the most improved overall.
Individual county staff from various departments were also recognized for exemplary performance and dedication to public service.
The Governor officially unveiled the 2024/2025 County Performance Report and called on all departments to remain focused on delivering measurable results that improve the lives of Kisumu residents.
